Data and voices

The main objective of this project, titled "Data and Voices to Build Desirable Futures for Andorra", is to define generic scenarios that analyse the balance between three key dimensions for Andorra’s future: maintaining social well-being, preserving ecosystem functions, and driving economic development. This task is grounded in systems thinking, adopting a holistic understanding where changes within the social, economic, or environmental spheres inevitably affect one another.

The project aims to explore a paradigm shift towards a regenerative model, one that not only preserves the current situation but actively improves the country’s social, economic, and environmental conditions.

Approach and methodology

The initiative uses a holistic and participatory approach through a collaborative and inspiring process (conceptual and more creation-oriented). This process is based on multi-stakeholder participation and co-creation, integrating the perspectives and visions of various actors (institutional, business, social, and academic). The previous work carried out in the processes "Tracing Andorra’s Future" and "Andorra Future Challenges" is used as the starting point for analysis.

The project is supported methodologically by the MIT City Science Lab, with collaboration focused on future foresight and scenario exploration, as well as the creation of visualisations. Specifically, technological tools will be implemented to study and visualise the different future scenarios identified during the participatory phase. Given Andorra’s small scale, trend analysis is inherently challenging, as even minimal changes can substantially alter scenarios. Therefore, scenarios should be understood only as trend-based elements.

The proposal is structured into three main phases:

  1. Participatory and scientific diagnosis. Previous studies on foresight and potential indicators are gathered and analysed, with the aim of producing a participatory diagnostic report and a scientific assessment.
  2. Research of best practices. Contexts with characteristics similar to Andorra are identified and analysed, drawing on the MIT City Science Network to adapt the best policies and strategies to the national reality.
  3. Recommendations. Desirable and feasible future scenarios are designed based on the results of the previous phases, using specific visualisations. The main output of this phase is the development of recommendations to guide public policy.

In summary, the project "Data and Voices to Build Desirable Futures for Andorra" is a complex and collaborative foresight initiative that uses data science and citizen participation to identify a systemic balance between well-being, the environment, and the economy ultimately enabling the active design of regenerative public policies for Andorra’s future.

This initiative has been commissioned and led by the Ministry of Presidency, Economy, Labour and Housing, and was proposed in October 2025.
